It's so confusing. They show flashbacks of Sakura's when she's younger and doesn't have any friends (flower arranging). But is she in ninja academy at this time?
Naruto Q - What age do the kids enter ninja academy?
They enter around the same age a regular kid would enter school, around 5 or 6. The scene with Sakura and the flowers took place while she was in the Ninja Academy. If you listen to the instructor she was teaching them how to act like regular women so they could easily blend in with normal people while on missions.

Reply:hmm...depends on weatjer dey wanna be ninja or not, some of de people in de village aren't. I think if dey were ninjas, dey would enter out de age of 5-7, as dey shoed flashbacks when sasuke was young he was alrdy in de academy.

Depending on their skill level ( if they/re ready or not) They enter around the age of 6 years old
Was Sakura in the academy at the time?
It is confusing, but I do believe she was. Because the teacher was talking about the girls becoming Kunoichi, and thats a female ninja
